The International Labour Organization is committed to promoting enabling business environments which provide the necessary economic, social and political framework in which sustainable enterprise can innovate, grow and create more and better jobs.

Endorsed by the conclusions of the 2007 International Labour Conference concerning the promotion of sustainable enterprises, the International Labour Organization is working to strengthen the policy role of employers' and business organizations. Whilst it remains the role of government to ensure that the conditions for an enabling business environment are in place, the private sector holds the responsibility of guiding government in prioritizing areas for reform and proposing policy solutions. As their representative voice, employers' and business organizations are uniquely poised to act as the interlocutor between enterprises and government and bring positive change in creating an enabling business environment through their primary role in policy advocacy.
