Part 3: How to formulate enabling environment reforms

icon_part3_introThis part of the toolkit guides Employers' Organizations in their efforts to transform the findings of their EESE assessment into clear and coherent advocacy proposals that describe how the enabling environment for sustainable enterprises can be improved. It contains three sections.


Section 3.1: Formulating an advocacy effort


Section 3.2: Implementing & managing an advocacy process

These above sections describe a series of practical steps the Employers' Organizations can take to turn the findings of the EESE assessment into an agenda for reform or advocacy strategy.


Section 3.3: Advocacy Tools for formulating enabling environment reforms

This section contains a collection of practical tools that Employers' Organizations can use when formulating reform proposals and pursuing an advocacy strategy.

The Advocacy Tools are split into three groups:

  • Group A: Tools to assist policy development
  • Group B: Tools to assist outreach and communication strategies
  • Group C: Tools to measure impact
